Ghaznavi said outside of court that her lawsuit aimed to establish the division secretary and the prime minister\'s secretariat rather than the FBR, the chairman of Pakistan.
She criticised these organisations for disregarding her appeal.

Ghaznavi attacked administrative structures, allowing many officials to remain at lower levels.
Despite good recommendations, she was denied a promotion after seven years in her current job.
She contends this practice affects hundreds of Pakistani officials deliberately assigned to these positions to limit their professional development.
Critique of Political Influence in Promotions
Ghaznavi said the FBR\'s promotion approach was political. She said those who challenge political objectives are harassed and denied promotions.
She said proper promotions are denied to those who refuse to compromise their values or faith.
Ad-Hoc System and Overlooked Officers
Ghaznavi said further that the FBR IRIS is ignoring highly qualified officials conducting critical operations as acting agents.
She expressed regret that the system\'s as-needed operation had lasted almost thirty years. She also said police personnel who object to their promotion in court are sometimes charged with breaching others\' rights.
